The Armed Propoganda Team was created in the early 1960s to compliment the Cheiu Hoi 
(literally "Open Arms") amnesty program in South Vietnam.  Largely made up of so-called 
"ralliers", Viet Cong and North Vietnamese who had defected to the South, APTs supported 
combat operations by encouraging enemy forces to surrender and join the South.  
The APTs also conducted operations outside of larger combat operations, such as meeting with locals
and families of Viet Cong, distributing information about the Cheiu Hoi program and otherwise
attempting to induce insurgents to desert.  While the effectiveness of the Cheiu Hoi's many
operations is debated, the actions of units like the APTs was effective enough for both the
Viet Cong and North Vietnamese Army to develop methods for countering such propoganda in their
ranks.
